A disaster recovery plan (DRP) is a fundamental well-documented, and structured
approach describing how a community or organization quickly resumes normalcy following an
unprecedented disaster (Brush & Crocetti, 2020). A step-by-step disaster recovery plan is vital
for an organization's continuity plan to resolve losses and disruptions to functionality. Within the
Villa Health community’s context, the DRP is needed to ensure people with preexisting health
conditions continue with their treatment plans amidst an emergency and monitor for any new
symptoms (CDC, 2018). Different social, cultural, and economic indicators affect access to
healthcare and health outcomes during and after a disaster. Disaster recovery planning requires
community members, governments, and other organizations to alleviate the impacts caused.
According to the Healthcare Information and Management Systems Society, the various
social and economic determinants of health can influence as much as 80% of people's health
outcomes and are responsible for many health disparities occurring today globally (HIMSS,
2019). For example, restoring the cultural aspects requires "communities, including their local
organizations and businesses, take a leading role in restoration processes, to set out relevant
priorities and ensure execution that meets their needs" (Meyer, 2019). Healthy People 2020
identifies economic stability, education, social and community context, health and healthcare,
and neighbourhood and built environment as critical social determinants of health that affect
community safety, health, and recovery efforts.
How the DRP will lessen Health Disparities
This disaster recovery plan envisions to lessen health disparities and improve access to
community services by integrating the principles of social justice. The primary goal of social
justice is to ensure power is redistributed to enhance the well-being of individuals through equal
